Additional financial support for students with fewer opportunities

General conditions for applying
- To be eligible for additional support, students must have successfully applied for and been awarded an Erasmus+ mobility grant. Zero grant status (where the student extends the Erasmus+ status at their own expense but does not receive a grant for the duration of the extension) is not eligible for additional support!
- It is necessary to apply for additional support separately for each Erasmus+ mobility application.
- The approved duration of the additional support will be matched to the duration of the corresponding approved mobility.
- The grant is conditional upon the submission of formally correct and complete documentation by the deadline (see deadline for application).
- Please note that applications for additional support cannot be submitted retrospectively for mobilities already started at the time of application.

B) Grant Amount
The amount that can be applied for in addition to the Erasmus+ scholarship awarded:
- For long-term student mobility (regardless of the mobility type – studies, traineeship or post-graduate traineeship) 250 EUR per month.
- For short-term student mobility, a one-off grant of 100 EUR (for mobility of 1-14 days) or 150 EUR (for mobility of 15-30 days).
Please note that the additional support may be granted subject to the availability of funds.
If you have not started your mobility yet, the additional grant will be added to the Erasmus scholarship, so in case of long-term mobility, you will receive its 90% together with the 1st installment of the scholarship, and, in case of short-term mobility, in one amount with the full amount of your scholarship. If your mobility has already started, the 90% of the additional support in case of long-term mobility or the full one-off grant in case of short-term mobility will be paid after the necessary amendment of the grant agreement.

C) How to Apply
- In case of traineeship mobilities with continuous application, short-term doctoral mobilities, or Blended Intensive Programmes: applications should be submitted via e-mail to faculty coordinator at the same time as the mobility application. For information on the documents to be submitted, see Section D).
- In the case of long-term study abroad mobilities planned for the autumn semester of 2024/25: the application period has ended on 7 May 2024, applications cannot be submitted.
- In the case of long-term study abroad mobilities planned for the spring semester of 2024/25:

d) Erasmus+ International Credit Mobility |
Attention! Students with special health conditions may apply in accordance with the provisions of the call for additional financial support for students with disabilities or long-term illnesses, see below, in Section II.
Important! As the monthly amount of the equal opportunities grant is fixed (250 EUR), it is enough to apply on the basis of only one criterium - we recommend choosing the criterium that is the easiest to justify for you. The attached documents must support the criteria indicated on the application form!
D) Documents to be submitted
If you are applying via e-mail, valid applications must be submitted using the individual application form, together with the required supporting documents.

E) Additional information on the supporting documents
1. Difficulties related to education and training systems
Students in part-time programmes (with evening or correspondence education schedule) can prove their eligibility with a student status certificate requested from Quaestura. Students on a post-graduate traineeship who are no longer in a legal student status should request a certificate for their last active semester.
2. Vulnerable social groups
- Students belonging to a national or ethnic minority recognised in Hungary, in particular members of the Roma ethnic minority. Document to be submitted: a declaration signed by the outgoing student with his/her original signature and two witnesses (AVDH Client Gate authentication is not applicable!).
- Ethnic Hungarian minority students who are living outside of Hungary. Document to be submitted: a declaration signed by the outgoing student with his/her original signature and two witnesses (AVDH Client Gate authentication is not applicable!).
- Students with refugee status recognised by the Hungarian state. Document to be submitted: copy of the decision of refugee status.
3. Social difficulties
- At least one parent/guardian of the applicant has not completed secondary education. Document to be submitted: declaration certifying the highest level of education completed of the parent.
- The applicant is a parent/guardian. Document to be submitted: birth certificate of dependent child(ren) and declaration.
- Students who are in or have left the public care system: students who were raised in a children's home, a residential home, a foster home or received aftercare. Document to be submitted: declaration of placement in a residential social care institution.
- Students who are orphans/half-orphans. Document to be submitted: death certificate of the deceased, in case of a declaration of death or disappearance: court decision and declaration declaring the deceased person dead or missing.
- Students living in a large family: 2 or more siblings living in the same household (apart from the applicant). Document to be submitted: student’s declaration of dependent siblings.
4. Economic difficulties
The following criteria can be verified on this application form (only available in Hungarian) with the granting organisation.
a. The student has been awarded extra points for being disadvantaged or severely disadvantages when applying to a higher education institution.
b. The student has been awarded a Bursa Hungarica Municipal Higher Education Scholarship.
c. The student receives or has received a regular or exceptional social grant provided by a Hungarian Higher Education Institution.
d. The student is/was a beneficiary of the Mentoring Programme of The National Union of Students in Hungary.
e. The student is/was a beneficiary of “Path to higher education” – “Path to a degree” („Út a felsőoktatásba” – „Út a diplomához”).
f. The student is/was a member of a Roma college.
g. The student received a basic social education grant at the start of his/her higher education.
h. The student has received support from the Arany János Talent Support Programme.
How to fill out and submit the application form for additional support based on economic difficulties:
- First, download the application form. Opening it, you will be able to fill out the form electronically. Please note that the application form is only available in Hungarian.
- Fill out the form electronically (year: your current year, e.g. Year 2; major: what you are currently studying, e.g. psychology; OM identification number: the ID number starting with 7 on your student card; level of study: BA/MA/PhD/undivided one-tier)
- If you have received any of the criteria listed, please click on the grey rectangle to select the year in which you received the grant from the drop-down menu. It is sufficient to choose only one of the criteria on the form, even if you are (were) eligible for more than one.
- When you have completed all the relevant parts, you must obtain the certificate for the primary criterium you have completed.
The issuance of the certificate:
For the listed criteria (a.-h.), Quaestura certifies eligibility. (In addition, the Bursa Hungarica scholarship may be certified by the municipality that awarded the scholarship on the application form, or a bank statement for this scholarship is also appropriate.) The procedure is as follows:
- Fill out the application form from the aforementioned section (do not sign it!) and rename it: name_igenybejelento_2024_25.
- Send the filled out form to Quaestura to quaestura@elte.hu. They will send the authorized form back to you in pdf format – you will have to attach that version to the final application.
i. The student has a sudden change in their social circumstances, e.g., death of the provider, unemployment - e.g., during the COVID-19 epidemic - long-term illness of the provider, accident. Documents to be submitted: certificate of incapacity to work, certificate of unemployment, death certificate (in the case of a declaration of death or disappearance, a court decision declaring the deceased person dead or missing), in the case of long-term sick leave: medical certificate, declaration made by the outgoing student.
j. The student has a paid job and will have a loss of income during the mobility period of their studies or traineeship abroad. Not an eligible criterium for short-term student mobility! Document to be submitted: employer's certificate stating that you have been in employment for the six months preceding the submission of the application.
k. Self-financed students (attending a fee-paying degree at the time of application) can prove their eligibility with a student status certificate. Application at Quaestura.
5. Geographical difficulties
The relevant government decree is available here (in Hungarian). Document to be submitted: copy of the address card.

F) Evaluation of Applications, Decision-making Process
The evaluation of applications is carried out by the sending higher education institution – in consultation with the Tempus Public Foundation, if necessary. The Student and Teacher Mobility Committee (Hallgatói és Oktatói Mobilitási Bizottság, HOMB) decides on the funding of the evaluated applications. A decision on applications submitted by the deadline is expected within 30 days. Applicants will be informed of the outcome by the sending institution. If applications exceed the available budget, the announcer reserves the right to suspend the application with immediate effect, to change the application criteria or to reject the application.
The grant is paid after the application is approved and the necessary steps in I.B. are taken.
Additional financial support for students with fewer opportunities - 2023/24

Tempus Public Foundation and Eötvös Loránd University is launching a call for applications for additional financial support for higher education students with fewer opportunities who have been awarded an Erasmus+ study, traineeship, or short-term mobility grant in the 2023/2024 academic year.
General conditions for applying:

Additional financial support for students with fewer opportunities - 2022/23

Please note that in this call applications can be summited for additional financial support for students with fewer opportunities in connection to approved mobility activities in spring/summer 2023 (study abroad mobilities: in the spring semester of 2022/23; traineeships and short-term mobilities: activities starting in August 2023 at the latest). Applications cannot be submitted for mobility activities in the academic year 2023/24, the call for applications will be available in May/June 2023.

C) How to applyThe application deadline for additional support to the mobilities of the academic year 2022/23 is 28 April 2023. Attention! The estimated time for the decision on applications can be found at section E. Please take this into account when applying. Due to the fact that the evaluation process, the before the mobility documentation and the grant transfer takes a long time altogether, please submit your application as soon as possible and at the latest together with your before the mobility documents, before filling in the before the mobility form. In particularly justified cases, it is possible to apply at a later date (but no later than 28 April 2023), please let us know if this is the case by sending an e-mail to erasmus.out@dep.elte.hu.

The Board of Trustees of the Tempus Public Foundation decides on the funding of the evaluated application. Estimated time for the decision on the applications submitted:
- Applications submitted by 3 March 2023: decision expected at the end of April 2023
- Applications submitted between 4 March 2023 and 28 April 2023: decision expected at the end of June 2023
Applicants will be informed of the outcome by the sending institution. If applications exceed the available budget, the announcer reserves the right to suspend the application with immediate effect, to change the application criteria or to reject the application.
The grant will be paid after the application is approved and the necessary steps in I.B. were taken.
Additional financial support for students with fewer opportunities - 2021/22 - call for application in March 2022
Tempus Public Foundation and Eötvös Loránd University is launching a call for applications for additional financial support for higher education students with fewer opportunities who have been awarded an Erasmus+ study, traineeship, or short-term mobility grant in the 2021/2022 academic year.
You can apply for support retrospectively, even if your mobility has already started, but not after the ending date of your mobility. It is possible to apply continuously, the Tempus Public Foundation evaluates the applications received by that date once a month. The grant will be paid after the application is approved and the necessary amendment of the grant agreement is signed.
The formal assessment of applications is carried out by the Department of Erasmus+ & International Programmes in consultation with Tempus Public Foundation. If the application meets the formal criteria, it is forwarded to the Tempus Public Foundation, if not, the application is rejected. In both cases, the applicant will be informed automatically by e-mail. (Please check your spam folder as well!). If it is not clear why your application was rejected, please contact us at erasmus.out@dep.elte.hu. If your application was rejected due to formal reasons, you will have to apply again, it is not possible to correct your previous application.

Supplementary social support - 2021/22
Eötvös Loránd University and the Tempus Public Foundation are announcing an application for supplementary social support for students studying in higher education who wish to win a study or traineeship mobility scholarship to an Erasmus+ programme country in the 2020/2021 academic year. An awarded Erasmus+ scholarship is not a condition for submitting an application, so students applying for Erasmus can apply for additional support before receiving an Erasmus grant.
Please note that in the context of the outbreak of COVID-19, you may be eligible for additional support based on a new criterion (A sudden change in the social situation of the applicant). The latter criterion can be justified by the unexpected economic and social change in the life of the applicant student, which is specifically related to the period and events of the epidemiological emergency.

Amount of scholarship
The amount that can be applied for in addition to the Erasmus+ scholarship awarded:
- For mobility with study purposes: EUR 200 per month,
- Erasmus+ traineeship: EUR 100 per month.
A student is only entitled to additional support if he/she has successfully applied for and won an Erasmus+ scholarship, traveled and fulfilled his/her study obligations abroad, thus realizing their Erasmus+ mobility with success. (The additional grant amount awarded will be added to the Erasmus scholarship, so the student will receive its 90% together with the 1st installment of the scholarship.)
Deadline for submitting the application for the autumn semester: June 19, 2020 (12:00)
Deadline for submitting the application for the spring semester and during the second call for applications: October 26, 2020 (12:00)
Students already awarded with an Erasmus+ scholarship, who are eligible for the additional support but were unable to submit the application form before the deadline, still have opportunity to submit the application before their mobility starts. In their case, a separate decision will be made regarding the additional support, depending on the available funds. The decision will be communicated via e-mail.
How to apply
With the permission of the Tempus Public Foundation, in the light of the coronavirus epidemic, the ELTE Department of Erasmus+ and International Programmes temporarily allows applicants to submit their application electronically (See: 1st step). However, please note that at the latest when you submit the 4 copies of the Grant Agreement, the applications must be submitted on paper as well (see: 2nd step). Failure to do so will result in a refund of the full amount of the additional financial support awarded.
1. step (temporary accepted for the application)
To be submitted to the e-mail address erasmus.out@dep.elte.hu from the student’s ELTE e-mail address (eg. caesar) in ONE E-MAIL:
- the electronically completed application form (xlsx format, not scanned, without signature).
Please rename the file of the application form in the following way: lastname_firstname_date of birth (YYYYMMDD)_ELTE_2021 (For example: Smith_John_19990909_ELTE_2021). - The electronically completed application form along with the electronic (good quality photo/scanned version) version of the certificate (stamped and signed by the authorized organization).

The subject of the e-mail should be: "Application: Erasmus+ supplementary social support”
2. Step
- In case your eligibility were certified by the Quaestura/Student's Union/ faculty international office/the Institutional Erasmus+ Coordinator:
- Print the Excel file (Application form) that was previously sent (See: 1st step) by e-mail.
- Sign it with a BLUE INK pen.
- Post 1 copy to ELTE Department of Erasmus+ and International Programmes (1056 Budapest, Szerb utca 21-23. I. em. 37.)
- If not the abovementioned authorities certified your eligibility, but another authority:
- Obtain the original Application form with the signature and stamp of the authority.
- Sign it with a BLUE INK pen.
- Post 1 copy to ELTE Department of Erasmus+ and International Programmes (1056 Budapest, Szerb utca 21-23. I. em. 37.).
- In case you wish to apply according to the criterion “A sudden change in the social situation of the applicant”:
- Obtain the original certificate proving a sudden change in your social situation.
- Print the Excel file (Application form) that was previously sent (See: 1st step) by e-mail.
- Sign it with a BLUE INK pen.
- Post the documents to ELTE Department of Erasmus+ and International Programmes (1056 Budapest, Szerb utca 21-23. I. em. 37.).
Guide for completing and submitting the form
- You can see that there are 2 criteria of eligibility on the Application form.
- The first is connected to social scholarships, programmes and a new criterion which was introduced in the context of the outbreak of COVID-19 "A sudden change in the social situation of the applicant". The latter criterion can be justified by the unexpected economic and social change in the life of the applicant student, which is specifically related to the period and events of the epidemiological emergency.
- Under the second criterion you have to have a registered permanent address in one of the beneficiary settlements. To check the beneficiary settlements click on the grey cell. (If you settlement is not included in the list provided, you are not eligible for the social support according to the secondary criterion, but you may still receive the support according to the primary criterion.)
- You are eligible for the supplementary social support if you meet only the primary or only the secondary criterion, therefore you do not have to complete both sections.
A. In case you wish to apply according to the primary criterion: (with the exception of “A sudden change in the social situation of the applicant”)
- First, save the application form. Opening it, you will be able to fill out the form electronically.
- Fill out the first section of the form referring to your personal data electronically (year: your current year, e.g. Year 2; major: what you are currently studying, e.g. psychology; OM identification number: the ID number starting with 7 on your student card; level of study: BA/MA/PhD/undivided one-tier).
- In case you have received any of the support from the list of primary criterion, click on the grey cell and choose the year in which you have received the support. (Here, you may choose multiple forms of support, but only one is sufficient for the application.)
- After you have completed all the relevant sections of the grey cells, you must obtain a certificate for the completed primary criterion.
- The ELTE Quaestura Office or the ELTE Students’ Union Office usually certifies the primary criterion. If you have received your previous support from a different source, the authorized organization is the authority that granted you the scholarship. Ask the authorized organization about the current method of certification.
Please keep in mind the current certification process of the Quaestura and the ELTE Student's Union Office is the following: You send the electronically completed claim form to the Office. An official representative signs and stamps your form, then scans it and sends it back to you. You may send this verified scanned version of your form as a second e-mail attachment to erasmus.out@dep.elte.hu (following the aforementioned steps).
- When you receive the verified form, you may do the following:
1. On the electronic version of the form (based on the already signed form), complete the section referring to the data of person certifying the primary criterion.
After filling out the form, please rename the file of the claim form in the following way: lastname_firstname_date of birth (YYYYMMDD)_ELTE_2021 (For example: Smith_John_19990909_ELTE_2021).
2. Finally, please send both the electronically completed version and the certified (signed and stamped by the authorized organization) electronic (good quality photo or scan) version to erasmus.out@dep.elte.hu. The subject of the e-mail should be: "Application: Erasmus+ supplementary social support”.
Furthermore:
In case your eligibility were certified by the Quaestura/Student's Union/ faculty international office/the Institutional Erasmus+ Coordinator
3. Print the Excel file (Application form) that was previously sent (See: 1st step) by e-mail.
4. Sign it with a BLUE INK pen.

If not the abovementioned authorities certified your eligibility, but another authorit

B. In case you wish to apply according to the criterion “A sudden change in the social situation of the applicant”:
- First, save the application form. Opening it, you will be able to fill out the form electronically.
- Fill out the first section of the form referring to your personal data electronically (year: your current year, e.g. Year 2; major: what you are currently studying, e.g. psychology; OM identification number: the ID number starting with 7 on your student card; level of study: BA/MA/PhD/undivided one-tier).
- Mark the “A sudden change in the social situation of the applicant” option on the form.
- Please justify and support the change, and present the eligibility on the part of the applicants.
Such cases include:
- unexpected incapacity for work;
- unexpected death;
- other changes for which it was not yet possible to enforce the available social benefits. - Obtain the necessary certificate proving a sudden change in your social situation. This will be examined by the Social Scholarship Committee and based on their opinion certified by the Institutional Erasmus+ Coordinator.
- Complete the section referring to the data of person certifying the primary criterion in the following way:

- After filling out the form and obtaining the certificate, please rename the file of the claim form in the following way: lastname_firstname_date of birth (YYYYMMDD)_ELTE_2021 (For example: Smith_John_19990909_ELTE_2021).
- Send the completed form and a good quality photo or scan of the certificate to erasmus.out@dep.elte.hu.

C. In case you wish to apply according to the secondary criterion:
- First, save the application form. Opening it, you will be able to fill out the form electronically.
- Fill out the first section of the form referring to your personal data electronically (year: your current year, e.g. Year 2; major: what you are currently studying, e.g. psychology; OM identification number: the ID number starting with 7 on your student card; level of study: BA/MA/PhD/undivided one-tier).
- In case you have a registered permanent address in one of the beneficiary settlements according to the secondary criterion, click on the grey cell and choose the settlement of your address. (If you settlement is not included in the list provided, you are not eligible for the social support according to the secondary criterion, but you may still receive the support according to the primary criterion.)
- The Institutional Erasmus+ Coordinator certifies the secondary criterion. After you have completed all the relevant sections of the grey cells, complete the section referring to the data of person certifying the secondary criterion in the following way:

- After filling out the form, please rename the file of the claim form in the following way: lastname_firstname_date of birth (YYYYMMDD)_ELTE_2021 (For example: Smith_John_19990909_ELTE_2021).
- Send the completed form and a good quality photo or scan of your address card to erasmus.out@dep.elte.hu. The settlement on your address card and the settlement you have chosen from the list on the form have to be the same. The subject of the e-mail should be: "Application: Erasmus+ supplementary social support”.
- Print the Excel file (Application form) that was previously sent by e-mail.
- Sign it with a BLUE INK pen.
