Eötvös Loránd University and Tempus Public Foundation (TFP) are launching a call for applications for additional financial support for higher education students from Hungary with fewer opportunities who have been awarded a CEEPUS mobility grant in the 2026/2027 academic year as follows.
General conditions for eligibility:
scholarship awarded by the National CEEPUS Office in the host country for the academic year 2026/2027 (at least status "Waiting for award from the host NCO" in the application system www.ceepus.info)
the mobility must take place between 1 September 2026 and 31 August 2027
physical mobility
documentation submitted by the specified deadline
Applications cannot be submitted retrospectively.

I. Travel support
The travel support is a single contribution per CEEPUS mobility, based on the country rates (see table below). Students of ELTE participating in a CEEPUS mobility can apply for the travel support by notifying their home institution of their request as detailed below.

If you meet the general conditions of the travel grant and you would like to apply for it, please send your request to the Institutional CEEPUS Coordinator (ceepus@elte.hu) by 30 September 2026 in the case of mobilities in the Autumn semester and by 15 January 2027 in the case of mobilities in the Spring semester as follows:
Applications should be submitted by e-mail (the subject of the e-mail should be: Application for CEEPUS travel grant) containing the following declaration:
I, [name], hereby declare that I have been awarded a CEEPUS mobility grant and I am eligible for the travel grant based on the general conditions, therefore I would like to apply for the additional support.
The Tempus Public Foundation decides on the funding of the evaluated application for additional support, of which the student will be informed within 10 working days of the decision at the e-mail address provided for their application. The decision is expected in the second half of October 2026 (mobilities planned for the Autumn semester) and in the second half of February 2027 (mobilities planned for the Spring semester). Students eligible for the travel grant can find information on the administrative procedures for the payment of the grant in section III.

II. Additional financial support for students with fewer opportunities
A) Application form and other useful documents:

B) Amount of the scholarship
Based on the assessment of the host National CEEPUS Office and the awarded scholarship month, an additional 60 000 HUF / scholarship month (e.g. a 3-months-long mobility is 3 x 60 000 HUF = 180 000 HUF) is provided, in addition to the basic CEEPUS scholarship provided by the host country as follows:
the scholarship month is corresponding to the actual period of stay abroad according to the rules of the programme,
but minimum half the amount/month (i.e., for mobilities shorter than one month, HUF 30 000 may be applied for);
the minimum length of the mobility qualifying as a scholarship month is 21 days, except for longer mobilities, where the last month can be considered as a scholarship month at min. 16 days.
Only students who have already been awarded a CEEPUS scholarship for mobility for the academic year 2026/2027, and their mobility finishes before 31 August 2027, can apply for additional support.
Students can apply for the additional support for student with fewer opportunities and travel grant at the same time.
C) How to apply
The application material can only be submitted, on the specified, electronically completed application form as follows:

Copy of the supporting document according to the application criterion (scanned version)
• For the Autum semester of 2026/27 (1 September – 31 January): by 30 September 2026
• For the Spring semester of 2026/27 (1 February – 31 August): by 15 January 2027.
Please rename the application form in the following way: lastname_firstname_date of birth (YYYYMMDD)_ELTE_CEEPUS_2627 (For example: Smith_John_19990909_ELTE_CEEPUS_2627). Please indicate in the subject of the e-mail: "Application: CEEPUS additional financial support for students with fewer opportunities". Please note that applications submitted incompletely, incorrectly or after the deadline will not be accepted.
Important information! If the applicant is eligible for support based on more than one of the listed criteria, only one of them needs to be justified to qualify for the additional support - we recommend to choose the criterion that is the easiest to justify for you.
D) Additional information on declarations to be submitted (see II./A.)
You can find additional information below on how to justify criteria 2, 5 and 6 of the detailed call for applications (see II./A). Please be sure to read the detailed call for applications before submitting your application.
1. Participants with health conditions
Additional support may be requested to support additional costs related to mobility to overcome obstacles to participation in the program: these are well-defined, specific expenses that are directly related to relocation, travel, and residence abroad (CEEPUS participants e.g. visually impaired, physically disabled, hearing impaired, diabetic, lactose or gluten intolerant or other with other medical conditions). Only those expenses that arise in connection with a chronic illness or disability related to a CEEPUS mobility are eligible. Document to be submitted: Medical history summary or General Practitioner/Specialist certificate to support and validate the medical history summary, confirming the existence of the illness or disability, and participant’s declaration on TPF form with an explanation of additional expenses.
2. Difficulties related to education and training systems
Students in part-time programmes (with evening or correspondence education work schedule) can prove their eligibility with a student status certificate. Application at Quaestura.
3. Vulnerable social groups
a. Students belonging to a national or ethnic minority recognised in Hungary, in particular members of the Roma ethnic minority. Document to be submitted: a declaration on TPF form signed by the outgoing student with his/her original signature and two witnesses.
b. Ethnic Hungarian minority students who are living outside of Hungary. Document to be submitted: a declaration on TPF form signed by the outgoing student with his/her original signature and two witnesses.
c. Students with refugee status recognised by the Hungarian state. Document to be submitted: copy of the decision of refugee status.
4. Social difficulties
a. At least one parent/guardian of the applicant has not completed secondary education. Document to be submitted: declaration on TPF form certifying the highest level of education completed of the parent.
b. The applicant is a parent/guardian. Document to be submitted: birth certificate of dependent child(ren) and declaration on TPF form.
c. Students who are in or have left the public care system: students who were raised in a children's home, a residential home, a foster home or received aftercare. Document to be submitted: declaration of placement in a residential social care institution.
d. Students who are orphans/half-orphans. Document to be submitted: death certificate of the deceased, in case of a declaration of death or disappearance: court decision and a declaration on TPF form declaring the deceased person dead or missing.
e. Students living in a large family (2 or more siblings living in the same household (apart from the applicant). Document to be submitted: student’s declaration of dependent siblings/ TPF form.
5. Economic difficulties
The following criteria (a to h) are formally certified by the Quaestura. The application must be accompanied by a supporting document issued by the relevant organisation.
a. The student has been awarded extra points for being disadvantaged or severely disadvantaged when applying to a higher education institution.
b. The student has been awarded a Bursa Hungarica Municipal Higher Education Scholarship.
c. The student receives or has received a regular or exceptional social grant provided by a Hungarian Higher Education Institution.
d. The student is/was a beneficiary of the Mentoring Programme of The National Union of Students in Hungary (HÖOK).
e. The student is/was a beneficiary of “Path to higher education” – “Path to a degree” („Út a felsőoktatásba” – „Út a diplomához”).
f. The student is/was a member of a Roma college.
g. The student received a basic social education grant at the start of his/her higher education.
h. The student has been awarded an Arany János Talent Support Programme.
i. The student has a sudden change in their social circumstances, e.g., death of the provider, unemployment - e.g., during the COVID-19 epidemic - long-term illness of the provider, accident. Documents to be submitted: certificate of incapacity to work, certificate of unemployment, death certificate (in the case of a declaration of death or disappearance, a court decision declaring the deceased person dead or missing), in the case of long-term sick leave: medical certificate, declaration made by the outgoing student on TPF form.
j. The student has a paid job and will have a loss of income during the mobility period: Document to be submitted is an employer's certificate stating that
you have been in employment for the six months preceding the submission of the application,
you will have a loss of income during the mobility period (e.g. the employee does not receive an income during their CEEPUS mobility between 1 February 2027 and 30 June 2027).
k. Self-financed students (attending a fee-paying degree at the time of application) can prove their eligibility with a student status certificate. Application at Quaestura.
6. Geographical Barriers:
The student is a resident of one of the beneficiary municipalities defined by Government Decree 402/2023. (VIII. 30.). Document to be submitted: copy of address card.

E) Evaluation of applications, decision-making process
The formal assessment of applications is carried out by the Department of Erasmus+ and International Programmes in consultation with Tempus Public Foundation.
The content evaluation of applicants facing health obstacles (based on the medical history summary to determine eligibility) is carried out by independent medical experts commissioned by the Tempus Public Foundation. Based on the medical expert's recommendation, applicants may become eligible for this additional support for equal opportunities.
In case of exceeding the available budget, the issuer reserves the right to immediately suspend the application, modify the application criteria, or reject the request.
The Tempus Public Foundation decides on the funding of the evaluated application for additional support, of which the student will be informed within 10 working days of the decision at the e-mail address provided in their application. The decision is expected in the second half of October 2026 (mobilities planned for the Autumn semester) and in the second half of February 2027 (mobilities planned for the Spring semester). Students eligible for the travel grant can find information on the administrative procedures for the payment of the grant in section III.

III. For scholarship winners - Payment procedure and settlement
The payment process for the awarded travel grant and additional support for students with fewer opportunities is the following:
1. Data declaration for the Grant Agreement
Students awarded with additional support should fill out a form to enter the data needed for the Grant Agreement. After ELTE identification the form can be reached here.
Guidelines to the form:
E-mail address: Please enter the e-mail address, that you frequently check.
Phone number. Please enter in this format: 36201234567.
Bank account data: Fill in the requested information completely and check that the data is correct. Changes to the bank data can only be made by e-mail before the transfer is initiated.
Bank account holder: Enter the exact name associated with the account
BIC / SWIFT code: the bank's 8- or 11-character identification code (eg OTPVHUHB), available on the bank's website
bank account number with IBAN code: consists of the letter code of the country (HU in case of a Hungarian bank account) and two numbers, followed by the bank account number (24 digits in the case of a Hungarian bank account); help here. Please enter without hyphens and spaces, in continuous form. You can check it here.
indication of the bank account number based on HUF or foreign currency (HUF, EUR, etc., (in which you would like to receive your grant): Please note that we can only use the following currencies for transfers: main currency - HUF, other - EUR, USD, GBP, SEK, CHF, NOK, DKK, CAD, AUD, JPY, CZK. Before confirming the currency of the grant transfer, please consult your bank, whether they support currency transactions (or charge a fee), and let us know the result of the consultation in your e-mail. If you open a currency account, please confirm that your bank supports currency transactions, as the transfer otherwise might be unsuccessful.
2. Creating the Grant Agreement
The pdf version of the personalized Grant Agreement will be sent to all students by email, based on the information submitted on the form.
3. The authentication of the Grant Agreement
Please read the Grant Agreement carefully and check if all data is correct (especially the dates and bank details)!
If you notice any mistake in the contract, do not send them, but report the problem - precisely - to the email address ceepus@elte.hu!
If you find everything correct, please authenticate the document by one of these:
The Hungarian Digital Citizen Program (DÁP)
Then please send the authenticated document to ceepus@elte.hu.
The additional support is expected to arrive to your account within 4 weeks of the receipt of the authenticated Grant Agreement sent by e-mail to ceepus@elte.hu.
4. Settlement
Please note that you are only eligible for travel support if your mobility is completed (with "Completed" status at www.ceepus.info). If the mobility is not, or only partially realised (e.g. shorter than planned), but you have already received the additional support, you will be obliged to repay the amount of the additional support already paid to you or a proportionate part thereof. The status of your mobility will change to 'Completed' once the documents have been uploaded.
