Erasmus+ Inter-Institutional Agreements - General information
Inter-institutional agreements can be signed between two or more higher education institutions (HEIs), so providing for the possibility of mobilities between groupings of institutions. By signing an inter-institutional agreement, the institutions involved agree to cooperate for the exchange of students and / or staff in the context of Erasmus+.
Following the launch of the Erasmus+ programme 2014, our university renewed its previous Erasmus agreements. Since then the number of our partners has been continuously, dinamically growing. Partnerships of ELTE are proposed by the departmental/faculty administration, based on their academic contacts. The proposals, for which the vice-rector for international affairs is responsible, are then approved on the central level.
At the moment, ELTE has valid Erasmus+ agreements with 500 European HEIs, most of which cover multiple faculties/subject fields.
The institutions commit themselves to respecting the quality requirements of the Erasmus Charter for Higher Education (2014-2020, 2021-2027) in all aspects of the organisation and management of mobility and agree on a series of quantitative and qualitative measures to ensure mobility of high quality and impact.

Signing inter-institutional agreements digitally for the period of 2021-27
Eötvös Loránd University is currently using Erasmus+ Dashboard to sign IIAs digitally. Previous arrangements on the renewal were made and the specific content of the agreements had been agreed with our partners via e-mail in Spring 2022. Based on the communication of the European Commission cited below, ELTE considers these email agreements valid after 31 December 2022 and carries out its internal selection procedure for mobilities in the academic year of 2023/24 accordingly. In the meantime, the University is making all efforts to proceed with signing the IIAs in question digitally.
„Active inter-institutional agreements already agreed via paper or email exchange will remain valid after 31 December 2022. To ensure a full transition to a digital infrastructure, there will be a target for higher education institutions to convert already signed inter-institutional agreements through legacy means into EWP-compatible inter-institutional agreements. Erasmus Charter for Higher Education
The Erasmus Charter for Higher Education (ECHE) provides the general quality framework for European and international cooperation activities a higher education institution may carry out within Erasmus+. The award of an ECHE is a pre-requisite for all higher education institutions located in a Programme country and willing to participate in learning mobility of individuals and/or cooperation for innovation and good practices under Erasmus+.
ECHE provides guidelines as well as a monitoring guide to help strengthening the ECHE compliance of the HEIs of Programme countries (2014-2020, 2021-2027).
For higher education institutions located in Partner countries, the ECHE is not required, and the quality framework will be established through inter-institutional agreements between higher education institutions. The ECHE is awarded for the full duration of the Erasmus+ programme.
Eötvös Loránd University has two valid charters at the moment: for the 2014-2020 cycle (valid until 31 December 2023) and for the 2021-27 cycle.

Erasmus+ Student Charter
Each Erasmus+ student will be given an Erasmus+ Student Charter by their sending university or higher education institution after their selection. The Student Charter highlights the rights and obligations of students participating in Erasmus+. It informs Erasmus+ students about what they are entitled to and what is expected of them during their secondment for studies and/or for a traineeship.
In particular, the Erasmus+ Student Charter outlines the basic entitlements of the Erasmus+ students, such as free tuition and full recognition of studies or traineeship abroad. The Charter also specifies the main obligations of the Erasmus+ students, providing them with a concise idea of their duties with regard to both their sending and receiving higher education institutions/enterprise.
